Title: 23 STS Exercise Training Support Solicitation #: H92429-23-Q-0001 Procurement Type: Presolicitation Classification Code: U013 NAICS: 611699 – All Other Miscellaneous School and Instruction SB Set Aside: Total SB Set Aside Response Date: 30 September 2022 at 1500 CST Description: The contractor shall provide labor, their own transportation and lodging, supervision and other supplies and services necessary to support in all aspects of the exercise training. Contractor shall assist by providing opposition forces, role players, and contractor planners. The lead contractor planners will be available no less than four weeks prior to mission execution for pre-coordination and planning purposes. The exercise will have ten (10) scenarios total. The contractor will provide necessary personnel, supplies, and equipment specified in the exercise requirements. This requirement will cover a twelve-day period of performance. Specific dates, PWS, and Appendixes will be given to contractors upon receipt and confirmation of confirmed capabilities to deliver the requested service. Additionally, contractors who are determined capable will be required to sign an NDA before receiving the specific dates, PWS, and Appendixes. LOCATION: Within 100 miles of Hurlburt Field, Florida and at Camp Shelby, Mississippi ranges. Contractor Personnel Requirements: 1. Two (2) Lead Planners a. Planners shall have at a minimum, ten (10) or more years in Air Force Special Warfare (AFSPECWAR) special operations, have understanding and experience in airfield operations including landing zones (LZ’s), helicopter landing zones (HLZ’s), drop zones (DZ’s), personnel recovery, direct action, and close air support. Lead Contractor planners must have held positions of tactical and operational leadership. They shall hold a minimum “SECRET” security clearance. A DD Form 254 will be processed for the Lead Planners. *Resumes are required* 2. Opposing Forces a. Opposing Forces: The contractor shall provide a minimum of 20 personnel who will role-play as opposing forces. These 20 personnel shall be spread across multiple training scenarios. The personnel shall use blank and simulated ammunition to combat friendly forces, as well as explosive and artillery simulators. Additionally, the personnel shall be proficient in tactics and weapons handling, as well as follow guidance and scenario development from STS planners. Personnel fulfilling opposing forces shall have previous military, law enforcement, or first responder experience to simulate real combat scenarios. *Resumes will be required during the solicitation phase for contractor opposing force personnel* 3. Other Personnel a. Other Personnel: The contractor shall include a minimum of 20 personnel who shall role-play anything from foreign language speaking partner force military leaders, partner force casualties, partner force security forces, unarmed civilians, enemy sympathizers, and nefarious on-lookers. This does not include the OPFOR requirement. Contractor Material Requirements: 4. The contractor shall provide weapons to be used by OPFOR/role players during training. The contractor is responsible for providing all lodging, food, transportation, weapons, simunitions, moulage supplies, communications, costumes, PPE, and anything else needed for role player/OPFOR integration into the scenario. Sufficient documentation must be provided to demonstrate how the contractor can meet the above requirements. This includes resumes for the two (2) lead contractor planners highlighting their ability to meet the personnel requirments. Resumes will be required for the twenty (20) opposing forces personnel highlighting their requirements in the future solicitation.
