PRE-SOLICITATION NOTICE FOR H92421-23-Q-0004: The 905th Contracting Battalion (Ft Bragg, NC) issues this pre-solicitation notice for the performance of Logistical Support Services providing non-personal services for Base Life Support (BLS) in the vicinity of Hickam AFB, HI. This Pre-Solicitation Notice is in response to the Sources Sought/RFI for H92421-23-Q-0004. The Product Service Code (PSC) code for this requirement has changed FROM: R706 – Support- Management: Logistics: TO: W099 - LEASE OR RENTAL OF EQUIPMENT- MISCELLANEOUS The North American Industry Classification System (NAICS) code for this requirement has changed FROM: 561210 – Facilities Support Services, TO: 532490 -- Other Commercial and Industrial Machinery and Equipment Rental and Leasing. It is anticipated this will be a Small Business Set Aside. The items under this requirement are subject to the World Trade Organization Government Procurement Agreement and Free Trade Agreements. This requirement will be solicited using commercial item procedures in FAR Part 12 and 13. The resultant contract will be a Single Award Firm Fixed Price (FFP), Lowest Price Technically Acceptable (LPTA) evaluation factors in determining the successful offer. The LPTA evaluation will be based on Berry Amendment Compliance and Mobilization Schedule as listed below. Evaluation Criteria Factor 1: Technical Acceptability (Acceptable/Unacceptable) Sub Factor 1: Full Operational Capacity (FOC) Mobilization Schedule (Acceptable/Unacceptable) Contractor shall provide a Mobilization Schedule for the services identified in the PWS. The Mobilization Schedule shall address the timeline required for the Contractor to establish each item listed in PWS Sections 5.1. The Mobilization Schedule Shall include the PWS Section number and name, start date, duration of the work, Personnel and Equipment required, and expected FOC Date (shall be no later than PoP date). Preferred forms of the Mobilization Schedule is a GANTT Chart but an excel sheet is also acceptable. Sub Factor 2: Berry Amendment Compliance (Acceptable/Unacceptable) Contractor shall provide certification of Berry Amendment Compliant tents when the overall leased value of the tents is $150,000.00 or greater. If the overall leased value is less than $150,000.00, the contractor must provide the leased value of the tent on company letterhead certifying the leased amount.
