STATUS UPDATE: As a result of the presolicitation notice, the Government received several responses and inquiries. The Government continues to conduct market research to determine the most appropriate avenue to fulfil the Digital Transformation requirement. Since this requirement is still in development, we are not entertaining any 1-on-1 or capability briefings of any kind. Additionally, it is unknown when an official Request for Proposal will be issued but we will continue to update this posting as information develops. We apologize for the delays and appreciate your patience. PRESOLICITATION NOTICE: DIGITAL TRANSFORMATION This notice serves as a presolicitation notice/procurement synopsis. This announcement does not constitute a solicitation and proposals are not being requested at this time. United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition, Technology and Logistics (AT&L), Directorate of Procurement, intends to solicit for, and award a contract for Digital Transformation. The scope of this contract is to begin the digital transformation of current business and engineering processes and tools to manage the geographically dispersed MC-130J ecosystem used to modernize the platform’s mission capabilities. This transformation involves using a centralized collaborative environment to cohesively manage components of SOF unique mission systems on the MC-130J aircraft, linked via digital threads. The centralized environment, inclusive of its tools and data, will comprise the authoritative source of truth for the SOF unique MC-130J mission systems based upon a collection of multi-discipline models. Included with this notice are draft copies of the Request For Proposal (RFP) and attachments. Comments regarding the draft documents may be submitted up until 2 March 2023 at 3:00PM (Eastern time) to the POC listed on this notice. Note: this is a draft RFP and changes may occur once the final RFP is released. A complete Request for proposal (RFP) package will be available electronically on this website only. Fax, telephone, written, or email requests for the solicitation package will not be honored. RFP release is anticipated for mid March 2023. Potential contractors must be registered in the System for Award Management (SAM) to be eligible for award (see https://www.sam.gov/portal/public/SAM). This notice should not be construed as a commitment of any kind by USSOCOM to award a contract.
