The United States Special Operations Command (USSOCOM) Directorate of Procurement intends to negotiate on a sole source basis with Raytheon Company, McKinney, TX. Only one responsible source and no other supplies or services will satisfy the Government’s requirements for common terrain following/terrain avoidance (TF/TA) radars for use on multiple Special Operations Forces (SOF) aviation platforms. This determination of only one responsible source and no other supplies or services will satisfy agency requirements is in accordance with 10 U.S.C. 2304(c)(1) and FAR 6.302-1. The purpose of this procurement action is to award a multi-year contract (MYC) without competition to Raytheon Company, Cage Code 96214. The MYC will provide for common terrain following/terrain avoidance (TF/TA) that will provide operators with real-time weather information, a ground map, and object detection and identification capabilities for use on multiple Special Operations Forces (SOF) aviation platforms to ensure successful missions. A Sources Sought Notice (SSN) was posted as required by DFARS PGI 206.302-1(d) via Sam.gov on 19 January 2022. There was one response to the posting. After evaluation of this response, USSOCOM determined that the response was incapable of meeting the requirement as supported by approved J&A 22-2147. The procedures for soliciting a proposal without providing for full and open competition IAW DFARS 205.205-71 have been met. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within fifteen (15) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice. This notice does not constitute an Invitation for Bids (IFB), a Request for Quote (RFQ), or a Request for Proposal (RFP) and it should not be construed as a commitment of any kind by USSOCOM to issue a formal solicitation or ultimately award a contract. USSOCOM is in no way liable to pay for or reimburse any companies or entities that respond to this announcement. Any costs incurred by interested companies in response to this announcement will NOT be reimbursed. All information marked as proprietary information will be safeguarded to prevent disclosures to non-government personnel and entities. The Government anticipates awarding one contract related to this announcement for a period of approximately five years.
