The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) intends to procure 6 Configurable Lightweight Armament Wing (CLAW) and 6 GAU-19 pods conversion kits as commercial items on a firm fixed price basis using FAR Part 12 and Subpart 13.5 procedures. This proposed contract action includes the procurement of the CLAW initial component sparing, GP-19 pod conversions and initial implementation with conversion kit-component sparing and user-level training on the modified system. The intended source is Fulcrum Concepts LLC a Service-Disabled Veteran Owned Small Business (SDVOSB). The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority FAR 13.501(a)(ii)) Sole source awards under the Veterans Benefits Act of 2003 (15 U.S.C. 657f) and implemented by FAR 19.1406. This notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this notice will be considered by the Government. A determination by the Government not to compete with this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. Sources that feel they can meet the Government’s requirements are encouraged to identify themselves and provide a detailed statement of capability of meeting USSOCOM requirements for commonality and achieving airworthiness through recognized authorities without access to this technical data, software and software documentation. The Government will consider all detailed capability statements received by the date specified in this notice. All interested, capable, and responsible sources that would like to respond to this pre-solicitation synopsis are encouraged to provide a statement of interest along with supporting detailed capability statement to Ms. Stacey Walker via email at Stacey.n.walker.civ@socom.mil no later than 03:00 pm Eastern Time on 11 July, 2022.
