The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting on a sole source basis with Honeywell International, Inc., 21111 North 19th Avenue, Phoenix, AZ 85027, for the Honeywell Navigation Database for the Honeywell Flight Management Systems (FMS). The databases are created per the Federal Aviation Administration (FAA) guidelines and meet the requirements of DO-200A/ED-76 Standards for Processing Aeronautical Data and FAA Advisory Circular AC20-153. Honeywell is the only company with the proprietary software and capability to convert the files for use in a Honeywell FMS. The Government intends to solicit and negotiate with only one source under authority FAR 6.302-1. The Government does not have a technical data package suitable for competitive acquisition or licensing of the Honeywell Navigation Database from Honeywell International, Inc., to provide to potential sources. This notice of intent is not a request for competitive proposal, however, the Government will consider all proposals received by the specified due date (in accordance with FAR 5.203(a)). A determination by the Government not to compete this acquisition is solely within the discretion of the Government.
