The U.S. Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting on a sole source basis with Collins Aerospace, Inc., 400 Collins RD NE, Cedar Rapids, IA 52498-0001, for relocation and assembly of the Common Avionics Architecture System (CAAS) lab bench. The intended award will result in a Firm Fixed Price (FFP) purchase order. The Government intends to solicit and negotiate with only one source under authority of FAR 13.501, only one responsible source and no other supplies or services will satisfy agency requirements. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The proposed contract action is a notice of intent is not a request for competitive proposals. However, all capabilities statements or proposals received within the closing date set in this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary capabilities to provide ATS-3100 Radio Test Sets (RTS), three (3) each, used to troubleshoot, diagnose, repair and validate repairs on radio systems used on all regimental aircrafts. The "RTS Requirements" document will be made available, by the government, to those sources with Defense Logistics Agency Joint Certification Program approved and current DD Form 2345. Participation of foreign sources as subcontractors are encouraged subject to compliance with export regulations. This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned.
