THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A SOURCES SOUGHT that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), Request for proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. The Government does not intend to award a contract on the basis of this Sources Sought, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only to determine current industry capabilities and potentially available solutions and is not indicative of a full requirement. The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is interested in identifying potential vendors who have the necessary capabilities to provide engineering and manufacturing services to create or make a flight ready lightweight Infrared Exhaust Suppressor (IES) System that has the potential to improve the survivability of an aircraft in hostile environments by reducing aircraft signature. The Government will make available a desired capabilities statement to those sources with Defense Logistics Agency Joint Certification Program approved and current DD Form 2345. Participation of foreign sources as subcontractors is encouraged subject to compliance with export regulations. This Request for Information (RFI) is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked Proprietary will be handled accordingly. Responses to the RFI will not be returned. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. All interested, capable, and responsible sources that would like to respond to this sources sought are encouraged to submit an approved DD2345 via email to Latisha S. Blake, Contract Specialist (latisha.s.blake.civ@mail.mil) and/or Michael J. Wastella, Contracting Officer (michael.j.wastella.civ@mail.mil) no later than 11:00 am EST on Friday, 8 March 2019 for the previously mentioned desired capabilities statement.
