This is a sources sought notice in accordance with Federal Acquisition Regulation (FAR) Part 10 and Department of Defense Federal Acquisition Regulation Supplement Procedures, Guidance, and Information (DFARS PGI) 206.302-1(d). The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) anticipates contracting without providing for full and open competition under the authority of FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements for Life Cycle Contractor Support Service (LCCS) for the Common Avionics Architecture System (CAAS), Cockpit Management System (CMS), Airborne Mission Network (ABMN), Secure Real Time Video (SRTV), Aircraft Management System (AMS), Next Generation Tactical Communications (NGTC) primary hardware. The LCCS requirement includes depot level maintenance and repair, spare and repair parts management, sustainment, programmatic support, technical support, a Reliability Improvement Program, technical supply management, on-site customer service support, source of technical data for publications and training, support and test equipment maintenance and on-site training for unit personnel. The intended source is Collins Aerospace. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The Collins Aerospace, CAAS, CMS, ABMN, and NGTC have completed or are nearing completion substantial testing and qualification. Any interested source must address how it will meet the system specifications without substantial duplication of cost and schedule. The Government will consider all capabilities statements or proposals received within the closing date set in this sources sought. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The North American Industrial Classification Code is 334511, Other Aircraft Parts and Auxiliary Equipment Manufacturing; the standard business size is 1,000, employees/revenue. Any interested source mush have an existing facility clearance at the Secret level. All interested, capable, and responsible sources that would like to respond to this source sought are encouraged to provide a statement of interest along with supporting data via email to Miss Sylvia R. Once the source’s sought requirement has closed, the Government will contact individual responders for any further information required.
