The United States Special Operations Command (USSOCOM), Technology Applications Contracting Office (TAKO) has a requirement to acquire 3 (three) each Riveer Tactical Rinse Systems (TRS). USSOCOM intends to issue a contract to Riveer, Inc., located at 233 Veterans Boulevard, South Haven, MI. The TRS system is a deployable automatic clear water rinse system for aircraft with a water collection and filtration system. The contractor shall provide the labor and materiels to install the TRS for Joint Base Lewis McCord (JBLM), WA, Ft. Campbell, KY and deployable unit. Inspection and acceptance will be at Destination. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1, only one responsible source and no other supplies or services will satisfy agency requirements. Interested persons may identify their interest and capabity to respond to the requirement or submit proposals. This notice of intent is not a request for competitive proposals. However, all proposals received within the time set for receipt of such capability statements will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government does not possess and cannot furnish the technical data required to develop engineering descriptions, technical data packages, or specifications necessary to permit full and open competition. THIS IS NOT A NOTICE OF SOLICITATION ISSUANCE, BUT RATHER A SOURCES SOUGHT that will allow the Government to identify interested sources capable of meeting the requirement. The information sought herein is for planning purposes only and shall not be construed as a request for quote (RFQ), Request for proposal (RFP), Invitation for Bid (IFB), or as an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. The Government does not intend to award a contract on the basis of this Sources Sought, or otherwise pay for any information submitted by respondents to this request. This notice is for market research purposes only and is not indicative of a full requirement. The United States Special Operations Command (USSOCOM), Technology Application Contracting Office (TAKO) is interested in identifying potential vendors capable of providing portable, self-contained, high volume, low pressure wash systems for aircraft that meets the rinse/wash requirement as found in Chapter 2 and Annex B of Technical Manual 1-1500-344-23-2. This manual provides the frequency, level, and general parameters involved in Army Helicopter washing procedures. The contractor shall provide a system with a 175 psi and 140 degrees Fahrenheit wash stream. In addition the contractor shall provide a system that is self-contained and captures water and soap residue. The unit must be a developed off the shelf hardware and software product that has the ability to rinse and wash airframes, engines, rotors and aircraft components. It must be designed for helicopters and be air transportable. The system must meet the Requirement of Army Regulation 200-1 Environmental Protection and Enhancement. The rinse system must capture the water and soap residue for recycling, filtration, and reuse. The rinse system must be able to capture and track environmental data on the local network in order to prevent the necessity for an environmental clean-up. Potential sources are requested to submit a brief summary of their capabilities. This Sources Sought is the initiation of market research under Federal Acquisition Regulation (FAR), Part 10, and does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. The information collected may be used by the Government to explore acquisition options and strategies. All information received in response to this Sources Sought that is properly marked as "proprietary" will be protected as proprietary information. Such information will be reviewed by a team comprised of Government as well as contractor personnel hired to provide technical assistance for the Government's preparation of an acquisition strategy. All members of the team will be reminded of their obligation to protect such information to the maximum extent permitted or required by the Economic Espionage Act, 18 U.S.C. 1831 et seq., and other applicable statutes or regulations. In addition, Government members will be reminded of their obligations to afford protection under the Trade Secrets Act, 18 U.S.C. 1905. All contractor members are required to protect the information by the terms of their contracts. The Government will make a determination whether or not contractor personnel have organizational conflicts of interest that could adversely affect protection of the information. In an effort to ease the coordination for potential need of nondisclosure agreements between multiple parties as part of the Government's market research, the Government will treat all notice responses as proprietary and to disclose the contents only for the purpose of Government market research and acquisition planning activities. All proprietary information is submitted with the above understanding that these contractor technical experts will have access and should be marked accordingly. The Government shall not be liable for, or suffer any consequential damages, for any proprietary information not properly identified.
