This is a notification that Naval Special Warfare (NSW) intends to modify contract H92240-20-D-0010 awarded to NAR Training LLC for Special Operations Tactical Medical (SOTM) training. The modification was determined outside the general scope of the contract, thus under the statutory authority of 41 U.S.C. 1901, using the procedures in Federal Acquisition Regulation (FAR) Subpart 13.5 and the format at FAR 6.303-2, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements for this change to the requirement. NAR Training LLC was competitively awarded the firm-fixed-price, five-year Indefinite Delivery Indefinite Quantity (IDIQ) contract for SOTM training on 6 February 2020. They are currently providing the training at the contractually required location within 400 miles of Coronado, CA. However, the Government has a requirement for a secondary training location within 400 miles of Joint Expeditionary Base (JEB) Little Creek, VA. Since the Government requires the same integrally related training curriculum for all NSW medics, NAR Training LLC is the only vendor that can provide the same services at both locations. The North American Industry Classification System (NAICS) for this requirement is 611699, and Small Business Administration size standard for this sector is $12M. THIS NOTICE IS NOT A REQUEST FOR QUOTATIONS. The contractor identified is the only known source for the subject modification to the requirement. Responses to this notification will be used to determine if bona fide competition exists. Any such responses must be in writing and include technical capability information, which shall demonstrate contractors ability to complete effort within required time. The Government will not pay for information submitted. All responses from responsible sources will be fully considered. A determination by the Government not to compete this procurement action, based on responses to this notice is solely within the discretion of the Government. All responses must be received no later than 10:00AM EST, December 24 2020. Verification of receipt of electronic transmission is the sole responsibility of the contractor. If no valid responses are received, a modification to contract H92240-20-D-0010 shall be made to NAR Training LLC.
