The Naval Special Warfare (NSWC) Command, Contracting Department, San Diego, CA. 92155 intends to award a 100% Small Business Set-Aside, single-award, Firm Fixed Price (FFP) contract, for three (3) Combative Training course of instruction (COI) in support of NSWG-3 in Pearl City, HI. The initial COI is scheduled for July 8th - 12th 2019. Unless otherwise specified, the contractor shall provide: • A comprehensive training utilizing one or more of the six (6) armed and unarmed combative disciplines, providing up to thirty (50) personnel combative techniques applicable to tactical military/self-defensive scenarios. • The Instructor to Student ratio shall be 1:2 for live scenarios and 1:10 for technical based Combative training. • The COI shall be a minimum of thirty (30) hours to be taught over a five day period (Mon - Fr). • The place of performance is Pearl City, HI. Instructor Qualifications: • Contractor shall provide one (1) primary Instructor with at least three (3) years working with Special Operations Force (SOF) personnel and a minimum of five (5) years teaching beginner through advanced students. • Each additional instructor shall have at least 3 years of experience teaching/instructing in their respective discipline. • Each Instructor shall be screened for physical and psychological suitability for this type of high-risk training. Proof of physical and psychological screening shall be in the form of a written statement signed by a competent medical authority stating the individual is physically and mentally fit to conduct this type of training. • ADDITIONAL QUALIFICATIONS TO BE PROVIDED UPONE ISSUANCE OF A SOLICITATION IN THE ASSOCIATED PERFORMANCE WORK STATEMENT. The services will be acquired in accordance with the Federal Acquisition Regulation (FAR) Part 12 - Acquisition of Commercial Items and FAR Subpart 13, Simplified Acquisition Procedures. The North American Industry Classification System (NAICS) code for this acquisition is 611699, Other Building Material Dealers. The size standard is $11 Mil. A complete Request for Quote package will be available for downloading at the FBO website: http://www.fedbizopps.gov on or about 27 June 2019, 4:00PM PCT. Potential contractors are hereby notified that the solicitation and subsequent amendments to the solicitation will ONLY be available for download at the above sites; this office will no longer issue hard copy solicitations. By submitting an offer, the offeror is self-certifying that neither the requestor not the principal corporate officials and owners are currently suspended, debarred, or otherwise ineligible to receive contrast from any federal agency. Failure to do so may represent grounds for refusing to accept the offer. By submission of an offer, the contractor acknowledges the requirement that a prospective awardee must be registered in the System for Award Management (SAM) database prior to award, during performance, and through final payment of any contract resulting from this solicitation, except for awards to foreign vendors for work to be performed outside the United States. Lack of registration in the SAM database will make a contractor ineligible for award.
