Naval Special Warfare Command (NSWC) requires a Clamshell-certified “Field Advisor” to assist military personnel in the installation of a government furnished System 50 Clamshelter (Model 50B-BBB-A5CC, Large Area Maintenance Shelter, Type VM) in support of military operations. Edward Miller and his company, Oilcanners Construction, has the specialized expertise to provide the required assistance and is the only authorized Field Advisor certified Clamshell Buildings, the OEM to provide the required service. No other vendor has been certified to provide the required training. The Government intends to award a Firm Fixed Price (FFP) contract to Oilcanners Construction (CAGE CODE 77PW2). The estimated contract value is $23,000.00. The sole source acquisition will be conducted in accordance with the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i) only one source reasonably available. The Sole Source Justification (SSJ) will be posted under this synopsis. The North American Industry Classification System (NAICS) code for this effort is 541990, and the small business size standard is $16.5M. This synopsis shall not be construed as a RFP or an obligation on the part of the Government.
