Pre-Solicitation notice is associated with the Government’s efforts to establish a five-year, Blanket Purchase Agreement (BPA) for seven (7) types of vessel leases spread across five (5) geographic locations within the Continental United States (CONUS). Proposed solicitation, if issued, will involve a full and open (unrestricted) competition strategy and the value of all calls issued as a result of the solicitation shall not exceed $3,995,000. The Government intends to utilize simplified acquisition procedures for certain items as authorized in accordance with Federal Acquisition Regulation (FAR) Subpart 13.5 in conjunction with FAR Subpart 12 and Defense Federal Acquisition Regulation Supplemental (DFARS) Subpart 252.212. In order to promote competition, the Government has posted a draft solicitation and associated draft requirement documents. The Government invites interested parties to provide comments on the draft acquisition package. Providing comments is voluntary and the Government may utilize any comment received to improve the acquisition. Comments shall be submitted to john.knizner@socom.mil, no later than 11 June 2020 at 1200PM Pacific Time. Use of comments submitted by interested parties in revising acquisition documents is at the full discretion of the Government. ** Pre-Solicitation notice solely announces the Government intent, not guarantee to issue a solicitation. Any formal solicitation, if issued, will describe the Governments acquisition approach and terms and conditions to include submission requirements and the basis for BPA award.
