The U.S. Army Special Operations Command (USASOC), Directorate of Contracting, Fort Bragg, NC intends to negotiate solely, as prescribed in Federal Acquisition Regulation (FAR) 13.106-1(b)(1), with Eagle Industries Unlimited, Inc. located at 2645 International Parkway, Ste 102, Virginia Beach, VA 23454. In accordance with FAR 5.203(a) this is the Government’s transmitted notice of proposed contracting action. This is a notice of intent to issue an award to Eagle Industries Unlimited, Inc. to Parachutist Drop Bags (PDBs) that are the only PDBs authorized for use at Military Free Fall School. Eagle Industries Unlimited, Inc is the only manufacturer and distributor of the Parachutist Drop Bags that are authorized for use at Military Free Fall School. The Government intends to negotiate with only one source under the authority of FAR 13.106-1(b)(1) Only One Source Available due to Brand Name. A determination by the Government not to compete the proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. Responses are due no later than 21 April, 2020 at 4 PM EDT. The purpose of this RFI is to provide industry the opportunity to identify themselves as interested sources capable of meeting the requirement for providing 125 (qty) Eagle Industries Parachutist Drop Bags (PDBs) to the Military Free Fall School in Yuma, AZ. The Eagle Industries PDB bags have been tested and are approved for use and are intended to securely carry the parachutist’s rucksacks and other mission related equipment during Military Free Fall or Static Line Operations. Eagle Industries PDB bags include the following salient characteristics: Small, dual release with metal hardware, adjustable leg straps accessible while under the canopy, integrated shoulder and leg straps, permanently attached lowering line, hardtack attaching straps to the rucksack, capable of accommodating payload of 40 up to 120 pounds during operations, empty weight approx. 8 pounds, max volume dimensions approx. 23”Hx16” Wx13”D, wear and carry must not require significant modification of rigging or airdrop procedures per ATTP No. 3-18.11, USASOC Regulation 350-2 or FM 3-21.220 (references 1c through 1e). The information sought herein shall not be construed as a request for quote (RFQ) or an obligation or commitment on the part of the Government to acquire any product or service. There shall be no basis for claims against the Government as a result of information submitted in response to the Sources Sought. Current market research shows that there is only one vendor capable of fulfilling the requirement. However, it is the Government’s intent to include responses to this Sources Sought when making its final determination to negotiate on a sole source basis. INTERESTED SOURCES CAPABLE OF FULFILLING THIS REQUIREMENT shall submit documentation addressing all required elements listed herein; providing only a reference to a website is unacceptable for purposes of this announcement and will not be considered or reviewed. All proprietary or corporate data received shall be clearly identified and shall be protected from release to sources outside the Government. Contractors interested in providing this service should be registered in the System for Award Management (www.sam.gov). Contractors responding to this Sources Sought are asked to provide the following information: company’s full name and address, DUNS number, applicable North American Industry Classification Standards (NAICS) and business size (whether they are a Large, Small, Small- Disadvantaged, 8(a), HUBZone, woman-owned, Service-Disabled Veteran Owned Small Business, Historically Black College or University and/or Minority Service Institute), and a point of contact. Respondents should advise the Government of pending changes in the business size status. In addition, any additional documentation. FINAL DETERMINATION: Provided no other interested sources with the capability to fulfill this requirement are identified, USASOC intends to negotiate on a sole source basis with Eagle Industries Unlimited, Inc. 2645 Int’l Parkway Suite 102, Virginia Beach, VA 23454.
