This is not a Request for Proposals. Responses in any form are not offers and the Government is under no obligation to award a contract because of this Notice. The United States Special Operations Command (USSOCOM), Special Operations Forces (SOF), Acquisition Technology and Logistics (AT&L), Directorate of Procurement, intends to award a sole source modification of a contract under the authority of FAR 6.302-1 to Raytheon Company, McKinney, TX. Only one responsible source and no other supplies or services will satisfy the Government requirements for CV-22 OFP builds and development, Field Service Support, engineering analysis addressing Silent Knight Radars (SKR) integration issued onto Fixed Wing Aircraft, and maintenance of SKR test assets. The estimated award of the modification is scheduled for fourth quarter FY24. This notice is not a request for competitive proposals; however, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within seven (7) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government is not responsible for any cost incurred for submissions in response to this notice.

Technology and Logistics (AT&L), Directorate of Procurement, intends to award a sole source contract under the authority of FAR 6.302-1 to Raytheon Company, McKinney, TX (RTN). Only one responsible source and no other supplies or services will satisfy the Government requirements for the development of the Silent Knight Radar (SKR) Operational Flight Program (OFP) for SOF Fixed Wing Platforms. USSOCOM intends to issue an Indefinite Delivery Indefinite Quantity (IDIQ) RTN for this work. Software will be developed and tested over a three year ordering period. The estimated award date is scheduled for first quarter FY18. RTN is currently under contract for the SKR design and development for Rotary Wing platforms. This notice of intent is not a request for competitive proposals. However, all responsible sources may submit a capability statement or an exception to the Government's intent to purchase on a sole source basis, which shall be considered by the Government if received within fifteen (15) days of this notice. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
