The NAVSUP FLC Norfolk Contracting Dept, Pentagon Directorate intends to solicit, on a sole source basis to 3dB Labs Inc., 9050 Centre point Dr. Suite 340, West Chester OH 45069, using simplified acquisition procurement (SAP) procedures pursuant to FAR Parts 12 and FAR Part 13.5 for the procurement of Spectrum Analyzer Suites with MONARCH and SCEPTRE software for the Joint Staff (JS) Security Directorate (JSSO) Technical Surveillance Countermeasures (TSCM) team. The proposed acquisition will result in a firm-fixed-price (FFP) purchase order for: two (2) custom and configured MONARCH RF Spectrum Analyzer Suites with SCEPTRE RF analysis software, two (2) Omnidirectional Antenna and accessories kit capable of receiving up to 40GHz, Woodsong Technologies WTPLA100 with a BB60D, and two (2) iterations of a 5-day training course from the vendor on the new equipment and software to enable JSSO TSCM the ability to train personnel on the use of this equipment. The applicable North American Industry Classification System (NAICS) Code and small business size standard are 334220 and 1250 (# of employees), respectively. The proposed contract action is for supplies or services for which the Government intends to solicit and negotiate with only one source. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. Interested persons may identify their interest and capability to respond to the requirement. This notice of intent is not a request for competitive quotations. However, all inquiries and/or quotations received within five days after date of publication of this synopsis will be considered by the government. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
