The Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee (CPFF) delivery order under Basic Ordering Agreement N00019-16-G-0012 for the Non-Recurring Engineering (NRE) of the Dirve Plate Improvement Solution, manufacturing, manufacturing engineering and logistics efforts. This effort seeks to provide a solution to the consistent wearing of the hub joint and improve the drive plate life cycle. This action will be negotiated and awarded on a sole source basis with Bell Helicopter Textron, Inc. (Bell), Fort Worth, Texas. This effort will be negotiated and awarded on a sole source basis with Bell Helicopter Textron, Inc., in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 (a)(2), in that Bell is the only known company with the knowledge, data and capability to meet the Government's needs. Bell is the only qualified source which possesses the detailed knowledge of the AH-1Z and UH-1Y aircrafts and components to provide the Drive Plate in a timely and cost effective manner.
