The Naval Air Systems Command (NAVAIR) intends to issue a Cost Plus Fixed Fee Delivery Order under a Basic Ordering Agreement N00019-16-G-0012, for the Non-Recurring Engineering (NRE) associated with the modification of the H-1, UH-1Y and AH-1Z Generator, Direct Current- 30 volts, 400 AMPERE, part/number 214-175-150-107. Specifically, the contractor shall provide, NRE, logistics support, test and evaluation, program management, submission of technical, administrative and financial documentation in support of the Direct Current Generator Modification. This action will be negotiated and awarded on a Cost Plus Fixed Fee basis with Bell Textron, Inc. (BELL) Texas, in accordance with FAR 6.302-1 "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements." Bell is the only qualified source which possesses the detailed knowledge of the AH-1Z and UH-1Y aircrafts and components to provide the Direct Current Generator (DC Generator) in a timely and cost effective manner. This effort will be procured in accordance with the statutory authority permitting other than full and open competition under 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1(a)(2), in that Bell is the only known company with the knowledge, data and capability to meet the Government's needs. RFI Content: Any written response to this RFI in the form of a Capability Statement is to be limited to no more than 25 pages (letter size) in length, single-spaced, 12-point font minimum. The response should demonstrate the maturity of the potential contractor's ability to design and successfully complete the DC Generator modification. The response should include, but is not limited to, the following: a) A one-page company profile to include Small Business Administration (SBA) business size classification, number of employees, Cage Code, DUNS number, NAICS Code, major products, primary customer base, statement on whether your interest in this sources sought is for the purpose of becoming the prime potential contractor or to inquire about subcontracting possibilities, and points of contact who are able to discuss the material submitted. b) A description of the potential contractor's past experience and performance in the design, and qualification of DC Generators applicable to UH-1Y and AH-1Z aircraft. This documentation shall address and demonstrate the following: (1) DC Generator designs that are currently in production; •(2 (2) A description of the vendor's quality control/quality assurance practices; •(3 (3) A description of the potential contractor's capability to stand-up a depot facility; and (4) Maximum expected monthly output of DC Generators through the modification period of performance. c) A detailed description of the proposed construction, materials and procedures used in the repair/re-work of DC Generators. d) A description of notional programmatic information including top level schedules and Rough Order of Magnitude (ROM) costs necessary to achieve the program, task, and technical objectives of this RFI; provide ROM costs by fiscal year. e) Any other technical information the company deems necessary to aid the Government in making an informed assessment such as: resources available, corporate management, facilities and manning to be assigned to the project, design and systems engineering, design verification, first article and qualification testing, planning, coordinating and conducting tests to prove system performance, systems integration, systems manufacturing, and delivering hardware. Other comments and suggestions regarding the Government's course of action and/or alternatives you may offer are encouraged and appreciated. TECHNICAL DATA Modification should aim to improve reliability of the current DC Generator in the operational environment seen in UH-1Y and AH-1Z aircraft. Modifications to improve reliability should address, but not be limited to, reducing overall generated heat, increasing heat tolerance of components, and improving corrosion reliability. The Government plans to request a TDP, along with associated drawing packages and repair instructions with Government Purpose License Rights (GPLR), to stand up an Organizational level maintenance effort.
