The Naval Air Systems Command (NAVAIR) intends to enter a FAR Part 12 new Basic Ordering Agreement (BOA) with General Electric Company (GE), under the authority of 10 U.S.C. 2304(c)(1), and in accordance with FAR 6.302-1(a)(2)(iii), for the procurement of spare engines, engine components (repairable and consumables), engine logistics and engineering technical support to include all elements of logistics in support of the VH-92A Program. Specific performance requirements include, but are not limited to, engineering analysis and support, program management, fleet service representative technical support, logistics services and support, development of Engineering Change Proposals (ECPs), engine technical directives and bulletins support, configuration changes, software, technical and logistics data, engine supply support, engine support equipment, maintenance manuals support, engine training support, engine test cell support and component test support. The ordering period is anticipated to be a five (5) year period of performance. The VH-92A is a military commercial derivative aircraft that uses the GE CT7-8A6 engine. GE, as the Original Equipment Manufacturer (OEM) of this engine, is the only source with the design expertise, technical data, equipment, and subject matter experts that can provide in-depth engineering, and logistics support for the GE CT7-8A6 engine. No other companies possess the required data and expertise on this equipment. THIS SOURCES SOUGHT SYNOPSIS IS NOT A FORMAL REQUEST FOR COMPETITIVE PROPOSALS. However, responsible sources, may submit a capability statement which will be considered by the Government. Any offer must clearly demonstrate the capability to respond to this requirement without detriment to the VH-92A Program and must include personnel and resources specifically qualified to provide the supplies and services described. The capability statement must include the approach to accomplish this effort for the VH-92A Program. The Government does not intend to award a contract as a result of this notice or in response to any capability statements received. The Government will not reimburse any costs incurred to prepare responses to this notice. A determination by the Government not to compete the proposed efforts based upon the responses to this notice is solely at the discretion of the Government.
