This notice is being published in accordance with Federal Acquisition Regulation (FAR) Part 5.101, requiring the dissemination of information for proposed contract actions. This is a notice of intent to award a sole source contract and is not a request for competitive proposals. The statutory authority for this sole source procurement is prescribed by FAR 6.302-1. DTRA has a requirement for GOM Correlate Professional/TRITOP Licenses with Options and and intends to issue a sole source contract to Trilion Quality Systems, 651 Park Avenue, King of Prussia, PA 19406, under the authority of FAR 13.106-1(b)(1)(i). The government believes that Trilion Quality Systems, is the only source capable of providing the required two (2) separate licenses (w/additional support), one (1) license for GOM Correlate Professional and one (1) license for TRITOP and four (4) one (1) year options and that no similar product exists that will satisfy the requirement. The NAICS Code for this procurement is 511210. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Any other firm desiring consideration must fully demonstrate its capability, in writing, to provide the required items, no later that 9 Oct. 2020 by 1 pm, MDT.
