SOURCES SOUGHT ANNOUNCEMENT: BASE OPERATIONS and MAINTENANCE SUPPORT SERVICES (BASOPS), GILLEM ENCLAVE, GEORGIA INTRODUCTION The Mission and Installation Contracting Command, Fort Gordon, GA is issuing this sources sought synopsis as a means of conducting market research to identify parties having an interest in and the resources to provide Base Operations and Maintenance Support Services, Gillem Enclave, Georgia. IT IS THE RESPONSIBILITY OF POTENTIAL OFFERORS TO MONITOR THE GPE FOR ADDITIONAL INFORMMATION PERTAINING TO THIS REQUIREMENT." CONTRACT INFORMATION: MICC - Gordon, Georgia is seeking preliminary marketing information, from capable and reliable sources to gain knowledge of potential qualified business sources capable of performing BASOPS at Fort Gillem Enclave, Georgia. The applicable North American Industry Classification System (NAICS) classified for this effort is 561210 - Facilities Support Services with a Product Service Code of M1AZ - Operations of Other Administrative Facilities and Services Buildings and size standard of $38.5M. The MICC - Fort Gordon anticipates releasing a solicitation announcement on the Federal Business Opportunities (www.fbo.gov), around 01 April 2019. The solicitation will consist of firm-fixed-price line items with a cost reimbursement line item(s). The estimated period of performance will consists of a 30-day Phase-in and of one (1) base year plus four (4) one year options. PROJECT SCOPE: This requirement is for the re-compete of the BASOPS at Gillem Enclave, GA. This requirement will be for operations and maintenance services at Gillem Enclave, GA as specified in the Performance Work Statement (PWS). The contract is designed to provide the flexibility to respond to recurring requirements, new requirements, changing requirements, and requirements that are increased or diminished. This contract is designed to reflect the predictable nature of existing and scheduled services at existing facilities and buildings by employing fixed price contract line items. At the same time, the contract provides the flexibility to respond to unscheduled and non-recurring services by employing a cost reimbursement line item(s). BROAD DESCRIPTION of WORK: The Contractor shall provide all management, supervision, personnel, training, travel, equipment, supplies, facilities, transportation, tools, materials, supervision, and other items and non-personal services necessary to perform base operations support as defined in this Performance Work Statement (PWS) except for those items specified as Government furnished property (GFP) and services. Installation support services shall include: Mobilization and Other Contingency Planning; Work Management and Administration; Project Accomplishment; Environmental Effects Services; Pest Control Services; Facilities Maintenance and Repair Services; Maintenance - Grounds; Maintenance - Surfaced and Unsurfaced Areas; Collection and Disposal of Refuse and Recyclables. The Contractor shall compile historical data, prepare required reports, and submit all information as specified by the Deliverables presented in the contract. The Contractor shall ensure all work in support of mission requirements tendered to the Government for acceptance conform to the measurable performance standards of quality, timeliness, and quantity specified in the PWS of this contract. SUBMISSION REQUIREMENTS: All interested firms shall submit a Capability Statement that shall not exceed ten (10) pages in length, Times New Roman font, and not less than 10 pitch. The deadline to respond to this request is 4:00 PM, EST on 20 February 2019. All responses under this Sources Sought Notice must be e-mailed to corey.a.rezner.civ@mail.mil. Please ensure the Subject of the email is titled as follows: Your Company Name: Response to Gillem Enclave BASOPS Source Sought. This documentation must address at a minimum the following items: 1) What type of work has your company performed in the past in support of the same or similar requirement? 2) Has or is your company managed a task of this nature? If so, please provide details. 3) Has or is your company managed a team of subcontractors before? If so, provide details. 4) What specific technical skills does your company possess which ensure capability to perform the tasks? 5) Please note that under a Small-Business Set-Aside, in accordance with FAR 52.219-14, the small business prime must perform at least 50% of the work themselves in terms of the cost of performance. Provide an explanation of your company's ability to perform at least 50% of the tasking described in this PWS for the base period as well as the option periods. 6) Provide a statement including current small/large business status and company profile to include number of employees, annual revenue history, office locations, DUNs number, etc. 7) Respondents to this notice also must indicate whether they qualify as a Small, Small Disadvantaged, Women-Owned, HUBZone, or Service Disabled Veteran-Owned Small Business Concern. 8) Include in your response your ability to meet the requirements in the Facility and Safeguarding requirements. The proposed contract is anticipated to include tasking that would be accomplished by labor categories that are subject to the Service Contract Act or a collective bargaining agreement. Upon evaluation of the capability statements, if it is determined that this requirement will be an unrestricted competition, the Government intends to evaluate the Small-Business responses and conduct further market research to identify a subcontracting goal. Your response to this Sources Sought, including any capabilities statement, shall be electronically submitted to the Contract Specialist, Corey Rezner, in either Microsoft Word or Portable Document Format (PDF), via email corey.a.rezner.civ@mail.mil. All data received in response to this Sources Sought that is marked or designated as corporate or proprietary will be fully protected from any release outside the Government.
