The Naval Air Warfare Center Training Systems Division (NAWCTSD) intends to award, on a sole source basis, a contract for the procurement of the following: GEARS software with an assorted training package from a small business- Big Lever Software, Inc. (CAGE 54GR3). GEARS software is a product line engineering software application that provides a user friendly interface to construct a system of systems in a system engineering tree. This tree then allows for a user to select desired functionality and features from the system engineering tree and outputs a blueprint of the system engineering sets. This Notice of Intent to Award on a Sole-Source Basis is not a request for competitive proposals. However, interested parties may identify their interest and capability by responding to this notice. Any responses to this notice shall contain sufficient information to establish the interested parties' bona-fide capabilities for fulfilling the requirement and include: the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov. All responses must provide evidence that they can provide the product that meets all of the requirements in this announcement.
