The contractor serves as the provider of CTOF Accounting Software and Technical Support for AFIMSC under a non-personal service contract where the U.S. Government does not supervise or control the contractor's methods but retains decision-making responsibilities. Key obligations include: 1. Providing, implementing, and configuring cloud-based accounting software suitable for the CTOF Accounting Section, which includes: - No plug-ins or localized software requirements. - Capability to access both current and historic data, including legacy software records. - Features such as a Fixed Assets module, and interfaces accessible to intermediate bookkeeping personnel. - Customizable financial reporting tools and user training for these tools. 2. Ensuring the software system is tailored to the specific needs of the CTOF Accounting Section: - Accurate tracking and reporting of financial data such as accounts payable, accounts receivable, and general ledger. - Capability to print checks and create automated clearing house (ACH) files. - Regular system testing to verify proper function and compliance with section requirements. 3. Licensing and System Integration: - Providing five user licenses with appropriate access levels. - Ensuring compatibility with legacy systems, especially for fixed assets over $1,000, and seamless integration with other systems used by the CTOF Accounting Section. - Standardized configuration to align with the section's workflows and requirements. 4. Security and Support: - Regular updates and rigorous anti-virus and data security protections in compliance with DoD standards. - Multi-user functionality to facilitate communication and collaboration. - Continuous technical support and maintenance, including data backup and recovery, to ensure the system's operational security and efficiency. 5. Compliance and Regulatory Requirements: - Adherence to the Privacy Act under the Freedom of Information Act and the Privacy Act of 1974. - Compliance with Section 889 of the National Defense Authorization Act of 2019. - Fulfillment of Federal Risk Authorization Management Program (FEDRAMP) standards. 6. Minimum Program Requirements: - Support for 340 sub-accounts and handling of 10,000-12,000 financial transactions monthly. - Features to generate financial reports on demand and store documents within transaction files. - Assistance with system setup and operation, including equipment configuration for accessing cloud-based software and accounting data.
