UPDATE 1 (29 Jan 21): This RFP Amendment changes the method of Classified SRD Appendix Delivery from (SIPR or Secure Fax) to (SIPR or USPS). Additionally, this RFP amendment clarifies that while the Classified SRD Appendix shall be granted to authorized facilities, it will not be required to be addressed as part of an Offeror's White Paper in Acquisition Phase 1 of this solicitation. Therefore, the Offeror's should not wait on the Classified SRD Appendix to develop its White Paper. This Request for Proposal (RFP) is for the Global Aircrew Strategic Network Terminal (GASNT) Increment 2 Block 1 (GASNTi2) Program. This RFP is for interested parties to submit their solutions in accordance with the Solicitation Document attached to this Public Posting. The GASNTi2 Program is being solicited under Other Transaction Authority (OTA), U.S.C. 2371b. Please review the Instructions within the Solicitation Document carefully. Offers not provided in accordance with these instructions may result in an unfavorable rating and/or may not be considered for further evaluation. This is a Multi-Stepped RFP process, with the Government first requesting White Papers in accordance with the instructions of the Solicitation Document to be provided NLT 11 February 2021, 3:00PM EST via DoD SAFE. To receive the full RFP Package (Model OTA Prototype Agreement, System Requirements Document {SRD}, Classified SRD Appendix, Hybrid Statement of Objectives, DD Form 254, and Incentive Fee Plan) the offeror must supply the Agreements Officer their company's name, Cage Code, Facility Cage Code if actual place of performance is different, and point of contact to receive Controlled Unclassified Information (CUI) via DoD SAFE and SECRET information via a secure channel (SIPR or USPS). Any Offeror shall have at least a verifiable SECRET or Higher clearance in the National Industrial Security System (NISS) to receive the Classified SRD Appendix.
