THIS IS NOT A REQUEST FOR PROPOSAL. RCO Bavaria in Germany intends to include brand name items for fire alarm systems / components into a firm fixed price IDIQ contract, locations Grafenwoehr and Vilseck, Germany, under the authority of FAR 6.302-1. Those items are components / modifications / extensions to the existing fire alarm system, make Esser, such as extension modules, periphery modules, extension module carrier, display and control unit, ring bus module, relays module, manual fire detectors, automatic fire detectors, alarm devices etc. Since the existing fire alarm system is manufactured by Honeywell (make Esser), all components for and extensions of the fire alarm system must be compatible with the existing fire alarm system to ensure its operability and continued warranty. Failure to do so will jeopardize operability and thereby increase the risk of loss of life in emergency and life-threatening situations. Firms interested in offering an “or equal” product to make Esser shall submit the following as a minimum: 1. A complete technical package, which provides clear and convincing evidence that its products are compatible to fire alarm systems, make Esser. Furthermore, it must be certified that the resulting system meets the regulations (VDE 0833, DIN 14675, DIN EN 54, VDS). 2. Company name and address, Point of Contact at the company including name, title, telephone number and email. 3. A statement certifying that the company has previously and successfully modified fire alarm systems, make Esser, with their own products. The Government will not pay for any information received as a result of this synopsis. Respondents will not be notified of the results of the sources sought evaluation. Responses must be received no later than 07 January 2022. Responses should be submitted to Regional Contracting Office (RCO) Bavaria, ATTN: Mrs. Kraus-Lindner, Building 542, Lager, 92655 Grafenwoehr. This sources sought notice is not a request for competitive quotes or proposals. However, the Government will consider all responses received before the closing of this notice. A determination by the Government not to compete these items “as brand name or equal” based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement for the brand name items.
