Synopsis of Presolicitation; FA8903-20-R-0008; Construct and Repair Various Fuels Facilities at Jacksonville Air National Guard Base, Florida. 1. The 772nd Enterprise Sourcing Squadron (772 ESS) intends to issue a Request for Proposal (RFP) for a Firm-Fixed-Price contract to conduct various construction and repairs to petroleum, oil, and lubricant (POL) facilities located at Jacksonville Air National Guard Base in Jacksonville, Florida pursuant to Federal Acquisition Regulation (FAR) 16.202, Firm-Fixed-Price Contracts. 2. An Engineering Planning Study was conducted that identified ten (10) deficiencies at five (5) facilities located on the installation. The study generated the design and technical information attached to this pre- solicitation notice. The North American Industry Classification System (NAICS) Code for this requirement is 237120. A copy of the Statement of Work (SOW) is attached to this synopsis. 3. A sources sought announcement was posted 10 March 2020 and virtual site visit was conducted on 21 May 2020 at 2:30 PM, EST. The Government provided a response to all site visit questions on 18 September 2020 and will not be accepting further questions. 4. This requirement is not yet funded. 5. This requirement is anticipated to be issued under RFP FA8903-20-R-0008 as a competitive, 100% Small Business Set-Aside. This is not the formal solicitation and proposals must be submitted in response to the formal RFP. The formal RFP is expected to be advertised on (https://beta.sam.gov) on or about 22 May 2021. Proposals are anticipated to be due approximately 30 days after posting of the RFP. The RFP will utilize the procedures found in FAR 15.203, Requests for Proposals. Award will be made using a Lowest Priced Technically Acceptable source selection process, as outlined in FAR 15.101. It is the responsibility of the interested party to check frequently for any changes to the solicitation. Hard copies of the solicitation will not be provided. 6.
