This is not a solicitation. The 47th Contracting Flight at Laughlin Air Force Base (AFB) located in Del Rio TX, will be issuing a Purchase Order (PO) as soon as funds become available. The purchase order will consist of twenty T-1 Jayhawk Nose Covers consisting of 1inch hail protection. If this requirements gets funded, government is intending for these covers to be in place by June 2022. This requirement has an approximate cost of $40,000 to $50,000. Due to new SBA rule where now WOSB are no longer self-certified, this notice was amended to cancel award to a Women Owned Small Business (WOSB) on a sole source basis. However, government was unable to identify any other vendor that can provide these covers within the timeframe required. Therefore, Government will move forward awarding a purchase order to Aircraft Covers Inc. (dba: Bruce’s Custom Covers; Cage Code 1LE67). Bruce’s Customer Covers was the only vendor found that can provide T-1 Engine Covers and be able to meet the required delivery timeframe. The North American Industry Classification System (NAICS) code 314999 with a size standard of 500. This is the only notice that will be posted through the Federal Point of Entry, SAM.gov; no solicitation will be posted on Sam.Gov. Purchase will be made using FAR Part 13 (Simplified Acquisition Procedures) and FAR Part 12 (Commercial Items), oral solicitation procedures. If interested in receiving an oral solicitation, contractor shall be a small business to qualify and be able to provide these covers within 40-60 days after contract award. Please send an email to both POCs listed in this notice within seven (7) days of this notice, no later than COB 4/5/22. This requirement was also posted as an unfunded RFQ in GSA Ebuy from 02/03/22 through 02/11/2022 that resulted in no interested GSA vendors. The following are some specifications for the T-1 Jayhawk Aircraft covers with the hail protection. • Designed for T-1s • Fabric meeting the following requirements: Sun: At least 99% UV protection Wind: At least 50 mph resistance Rain: Water repellant Mildew resistant Maintain flexibility and resist sticking to the aircraft during temperature swings to below -20 Hail protection of at least 1 inches in diameter Warrantee of at least 2 year protection Cover the top of the aircraft nose/cockpit including windshield Color : Gray Covers will not attach to the aircraft – rather to itself after wrapping the surface of the aircraft. Hook and latch (Velcro) is not preferred. Large (at least 2-3” plastic or non-metallic) latching buckles are preferred with adjustable straps, so covers can be installed and then snugged to ensure proper fit. Storage bag. Delivery within 30-45 days after contract award. Company be registered as a small business. Notice to Offeror(s)/Supplier(s): Funds are not presently available for this effort. No award will be made under this notice until funds are available. The Government reserves the right to cancel the upcoming oral solicitation, either before or after the closing date. In the event the Government cancels this solicitation, the Government has no obligation to reimburse an offeror for any costs.
