The 42d Contracting Squadron at Maxwell Air Force Base, Alabama, is seeking qualified commercial sources for a turnkey Modular Facility Campus supporting the Officer Training School. This is a performance-based commercial service under a Contractor-Owned, Contractor-Operated / Facility-as-a-Service model, not a commodity purchase, lease-to-own, or capital equipment lease, and the Government will not purchase or take title to the structures. The contractor retains ownership, risk, sustainment, maintenance, code compliance, and operational responsibility for all modular units, assets, fixtures, and supporting systems throughout performance. The anticipated period of performance includes a Base Year with a dedicated Mobilization Phase followed by full operational sustainment, four one-year option periods, and a final Demobilization and Site Restoration Period. A critical milestone requires all modular facilities to be fully installed, inspected, certified, and 100% operational no later than August 1, 2027, to support the initial OTS academic classes.
