This notice is not a solicitation. This announcement serves as a sources sought notice for the upcoming competitive acquisition for the United States Air Force Academy Footlocker requirement. The United States Air Force Academy (USAFA) issues footlockers as a mandatory item to cadets upon their arrival at USAFA. The footlockers must be made in accordance with the attached specification PD 0001 Footlocker 230410. The estimated quantity of footlockers ordered per year is 1,100. The Buy American Act will apply to this acquisition. The Berry Amendment may apply to certain components of the end product based off market research results. If it is determined the Berry Amendment will apply, this will be stated in the solicitation once posted. The Government will not provide Government Furnished Material (GFM); the contractor will be responsible for procuring all materials to manufacture the footlockers. A first article will be required in accordance with FAR 52.209-4 Alt 1. The Government intends to solicit a firm-fixed price contract with a base period of up to one year and two annual option periods. Delivery is FOB Destination to USAF Academy, CO 80840. Footlockers shall be palletized with a weight limit not to exceed 200 pounds. Delivery must occur in multiple shipments, with no more than one shipment per day, during a week specified each July. Answers to the following market research questions and a short capabilities statement would also be appreciated via email to the Contracting Office POCs listed below. Has your company produced similar items in the past and in similar quantities as requested above? Does your company have previous experience sourcing Berry Amendment compliant materials? Based off the specifications attached, does the 35 lb. Tet-Printed Paper contain cotton? If so, does the value of the cotton make up more than 10% of the value of the end product?
