The 354th Contracting Squadron is seeking qualification packages and past performance information from vendors interested in providing professional architect and engineering services at Eielson AFB, AK to perform an investigation of the proposed extension of the thaw shed of the central heat and power plant (CHPP), B6203. Eielson AFB owns and operates the Central Heat and Power plant (CHPP), a coal-fired cogeneration plant. The power plant (Building 6203) is a 58,028 square feet facility that provides power and heat to Eielson AFB. The facility was originally constructed in 1953, with the coal thaw shed being modified in 1961 and 1975. Do to extreme freezing conditions of Eielson AFB, coal cars can take up to 48 hours of thaw time to allow flow of coal into the uploading system. With increasing mission requirements resulting in an increase requirement electricity and heat. A construction project is required to extend the thaw shed portion of the power plant to allow for an increase in capacity of coal cars thawing to match the increased power and heating requirements. The building is sitting on known contaminated area ST048 and adjacent to areas ST018 and SD022.
