Estimated issue date for this solicitation is on or after 25 March 2022, with the solicitation closing approximately 30 days thereafter. It will be issued electronically at the SAM.gov website- https://sam.gov. Eielson Air Force Base has a requirement for a Construction project, FTQW 11-1044D Maintain Boiler 4. Contractor is to provide all labor, materials, equipment, transportation, and supervision required to complete the following construction project, FTQW 11-1044D Maintain Boiler 4. The general scope of this project is to repair and maintain boiler 4 at the Central Heat and Power Plant on Eielson, AFB. The boiler is showing signs of deterioration and failure and it is the last boiler at the CHPP in need of repair. The Contractor shall completely prepare the site for the maintenance of boiler 4 including furnishing labor, materials, and equipment to perform the work to repair boiler 4 at the Central Heat and Power Plant. Work will be performed on Eielson Air Force Base, Alaska. Performance time will be 154 calendar days. The Government is contemplating Firm Fixed-Price Sealed Bid contract. The solicitation will be a Total Small Business Set-Aside. The estimated magnitude is between $5,000,000 and $10,000,000. The NACIS code 236220 and the Small Business Size Standard is $39,500,000. Bid, Payment and Performance Bonds will be required. Liquidated damages will be identified in the solicitation and placed under the proposed contract. All applicable provisions and clauses will be included in the actual solicitation. Site visit information will be provided in the solicitation. The complete solicitation will only be available electronically at https://sam.gov. No paper / hard copies will be provided. It is the contractor's responsibility for downloading the bid documents and for monitoring the website for possible amendments, any changes or updates. Not responding to this pre-solicitation does not preclude participation in any future IFB, if one is issued. The United States Air Force at Eielson Air Force Base, Alaska is seeking to identify interested offerors qualified to repair and maintain boiler 4 at the Central Heat and Power Plant on Eielson, AFB. The Contractor shall provide a design and construction in accordance with the CLIN structure of this SOW. Once the design has been completed and accepted by the Government, the Contractor shall completely prepare the site for maintenance of boiler 4 including furnishing labor, materials, and equipment to perform the work to repair boiler 4 at the Central Heat and Power Plant. In accordance with Federal Acquisition Regulation (FAR) 36.204, Disclosure of the Magnitude of Construction Projects, the anticipated price is between $5,000,000 and $10,000,000. The anticipated North American Industry Classification System (NACIS) code is 236220, with a size standard of $39.5M. The Government is contemplating a Firm Fixed Price (FFP) Sealed Bid contract. If a solicitation is issued it will be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement.
