The overhaul must restore the winches to serviceable condition in accordance with manufacturer technical specifications, with delivery required 120 days after receipt of assets. The best estimated quantity is 100 each. The Government intends to use Other Than Full and Open Competition because it does not own production-level technical data or specialized test equipment for this requirement. Thomas Instrument, Inc. (CAGE 50LP4) is the only known source with the required knowledge, technical data, and capabilities to perform the overhaul and ensure equipment compatibility.
