SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the C-5 cylinder assembly, NSN 1650004360264UC, Part Number 2660396M1 (Cage 93835) / Lockheed (Cage 98897) Part Number 4H90600-109A. ITEM DESCRIPTION The subject accumulator is used on the C-5 Galaxy aircraft which is a military transport aircraft. The item is a hydraulic accumulator that utilize compressed dry nitrogen and a floating piston to help absorb pressure shocks and decrease the effects of drag induced by the long network of the hydraulic tubing system. There is one 400 cubic inch accumulator used per aircraft, and it is located in the right hand side of the nose wheel well hydraulic system. The item is a critical application item that are essential to weapon system performance and operation. Impediment to Competition: The original equipment manufacturer for this item is Parker-Hannifin Corporation (CAGE 59211), which maintains its proprietary manufacturing data for these items. The Government does not own a complete manufacturing data package to release to potential vendors in support of this requirement. As a result, Parker-Hannifin Corporation is the only known source with adequate knowledge of the accumulator’s performance requirements and possession of the required technical data and capabilities needed to produce the item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Parker-Hannifin Corporation for the manufacture of the subject accumulator in support of the C-5 aircraft. Other interested parties may identify their interest and capability to respond to the requirement no later than 13 June 22 3:30 P.M EST. by emailing Janet Butcher @ janet.butcher@us.af.mil and/or todd.stimus@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
