This effort is for the production of Valve Assembly NSN: 4810001452615UC P/N: 42093R111 and Peak Valve NSN: 4810004045009UC P/N: 75500-301. Screw Drive Valve - NSN: 4810001452615UC, P/N 42093R111: The screw drive valve is part of the hydraulic manifold assembly that controls the C-5 Pitch Trim Actuator’s (PTA) Screw Drive Motor. The pitch trim actuator (PTA) positions the entire horizontal stabilizer assembly for pitch trim of the C-5 aircraft. Failure of the PTA to position the horizontal stabilizer could place the aircraft and crew in an extremely hazardous situation due to the pilots being unable to properly trim the aircraft for its flight condition, resulting in very heavy forces being required of the pilots to maintain level flight. Solenoid Valve - NSN: 4810004045009UC, P/N: 75500-301 The solenoid valve is an electromechanical operated valve, part of the hydraulic manifold assembly that controls the C-5 Pitch Trim Actuator’s (PTA) Screw Drive Motor. The pitch trim actuator (PTA) positions the entire horizontal stabilizer assembly for pitch trim of the C-5 aircraft. Failure of the PTA to position the horizontal stabilizer could place the aircraft and crew in an extremely hazardous situation due to the pilots being unable to properly trim the aircraft for its flight condition, resulting in very heavy forces being required of the pilots to maintain level flight. This is a sole source requirement under FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, under which the Government intends to solicit and negotiate with only Parker Aerospace. When used in the fire suppression system (FSS) it powers the hydraulic override on the secondary climb valve of the vent valve assembly. Impediment to Competition: The original equipment manufacturer for these items is Parker-Hannifin Corporation (CAGE 93835), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Parker-Hannifin Corporation is the only known source with adequate knowledge of the two Solenoid Valves and the Hydraulic Solenoid Valve performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Parker-Hannifin Corporation for the manufacture of the two Solenoid Valves and the Hydraulic Solenoid Valve in support of the C-5 program.
