USAF Special Operations Forces Technical Data Management, Development, and Provisioning Project
The Government is conducting market research to identify capable small-business sources for technical manual development/revision, technical data management, configuration management, engineering support, and AC-130J-only provisioning support for Special Operations Forces C-130 aircraft (AC, MC, and HC). The anticipated strategy is a five-year technical data contract consisting of a 12-month base period plus four 12-month option periods. Work includes technical writing and data development for Technical Order revisions, configuration management support, engineering services to develop authorized source data, and AC-130J provisioning support such as identifying spare/repairable/consumable requirements, recommending SMR codes, and supporting provisioning conferences. The contractor would furnish all material, support equipment, tools, and services except Government-furnished items and would maintain required support equipment/software at its or a subcontractor’s facility. The Government possesses a specification-control drawing (not build-to), while Lockheed Martin holds the complete technical data package that the Government cannot currently release, purchase, or provide access to; participation in this market research does not guarantee future solicitation or award, and response costs will not be reimbursed.
