This requirement is for the procurement of the F-15E Wide Field of View Heads Up Display (WFOV HUD) Main Interconnect Assembly (MIA), Part number 122100-29A, NSN: 5998-01-370-4203FX to maintain the capability to sustain the F15E Fleet. This effort is to add NSN 5998-01-370-4203 to Subsumable Contract SPE4AX-20-D-9407 under the DLA Captains of Industry Contract SPE4AX-18-D-9402. The period of performance for this acquisition is 5 ordering periods of 12 months each. The purchase request supporting this contracting action is FD2060-24-00073. Sources Sought Synopsis (Request for Interested Manufacturers) FROM: Jennifer Nobles/409 SCMS/GUMCA TO: DLA Aviation Procurement Operations at Warner Robins (SPRWA1) LOCATION: Robins AFB, GA 31098-1813 FBO Post Title: Request for Interested Manufacturers NSN: 5998-01-370-4203FX; Main Interconnect Assembly Circuit Card Assembly (CCA) for the Wide Field of View Heads Up Display (WFOV HUD) SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the Main Interconnect Assembly CCA for the WFOV HUD, NSN 5998-01-370-4203FX, PN 122100-29A. ITEM DESCRIPTION The Main Interconnect Circuit Card Assembly (CCA) is also known as the “Motherboard” for the F-15E Wide Field of View Heads Up Display (WFOV HUD). The Motherboard is critical to the operation of the WFOV HUD as it provides the connections between the various circuit card assemblies and the aircraft so that the information is properly displayed on the WFOV HUD. The WFOV HUD works with other assemblies to create a display for use by the pilot during all phases of aircraft operation. The LRU provides the pilot with navigation, targeting, and flight information without the pilot having to look down at the cockpit display, which improves situational awareness. The WFOV HUD is mission critical and must be operational for the aircraft to be fully mission capable. Impediment to Competition: The original equipment manufacturer for this item is Collins Aerospace (CAGE 84T51), which maintains its configuration by part number and software version. The Government does not own any data, drawings, schematics, or any other releasable technical data in support of this requirement. As a result, Collins Aerospace is the only known source with adequate knowledge of the WFOV HUD performance requirements and possession of the required technical data and capabilities needed to produce this item and ensure compatibility of the equipment. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to Collins Aerospace for the manufacture of the Main Interconnect Assembly CCA in support of the F-15E program. Other interested parties may identify their interest and capability to respond to the requirement no later than 1 November 2023 by emailing Jennifer Nobles, jennifer.nobles.1@us.af.mil and Todd Stimus, todd.stimus@us.af.mil. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
