Request for Information HC-130J Link 16 Sustainment USAF AFLCMC/WIU HC-130J PR# FD2060-23-32338 PURPOSE/DESCRIPTION CAUTION: This market research is being conducted to identify potential sources of Field Support Representatives possessing the expertise, capabilities, and experience to sustain a Temporary (T-1) Link-16 Line of Sight (LOS) and data only communications system connecting through the Situational Awareness and Communications Upgrade System (SACU). THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. In accordance with Federal Acquisition Regulation 52.215-3, (a) The Government does not intend to award a contract based on this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation; (b) Although “proposal” and “offeror” are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal; (c) This solicitation is issued for the purpose of market research for HC-130J Link 16 sustainment opportunities. Responders are advised that the U.S. Government will not reimburse participants for any expenses incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party’s expense. Not responding to this RFI does not preclude participation in any future Request for Purchase (RFP) nor does it ensure participation, if any is issued. If a solicitation is released, it will be synopsized on the System for Award Management (SAM) website at www.sam.gov. It is the responsibility of the potential offerors to monitor this site for additional information pertaining to this requirement. HC-130J Link16 Sustainment The purpose of this subject task order description is to define the requirements for sustainment of HC-130J Link 16 system connecting through the Situational Awareness and Communications Upgrade System (SACU) system. General requirements: Contractor must have a COMSEC account and demonstrate the ability to store, protect, ship, and receive COMSEC equipment. Contractor shall ensure up to seven (7) locations are properly staffed to provide 100% coverage of CONUS/OCONUS operations. Contractor may be required to travel and/or deploy with unit, for up to 180 days. Contractor must be available to support launch/recovery and respond to SACU/Link 16 urgent maintenance and/or mission planning actions (REDBALL). Contractor may be required to work nights, weekends, and other schedule dictated by local operating authority. Contractor must be able to update aircraft forms and Maintenance Information System (MIS). Contractor must ensure all employees have a security classification at a level commensurate with the applicable Security Classification Guide (SCG) for the system being maintained. Contractor will be required to have support agreement with Sierra Nevada Corporation’s Tactical Radio Application Extension (TRAX) office to ensure access to proprietary data and seamless continued support of Link 16. Daily operational support: Contractor shall possess the expertise, capabilities, and experience to install, maintain, troubleshoot, replace Link 16 system and SACU hardware components for the HC-130J. Contractor shall safely and accurately load/unload SACU and Link 16 equipment as necessary. Contractor must be on location and required to access, transport, secure, and load crypto via SKL’s into the aircraft system. This includes ensuring the platform has the current and necessary mission configuration for on-board mission computer. Contractor must properly account for installed equipment and ensure MIDS-JTRS terminal battery changes occur as required. Software Engineering Support: Contractor shall possess the expertise, capabilities, and experience to install, maintain, troubleshoot, and ensure SACU and Link 16 software system is current and meets operational requirements for the HC-130J. The HC-130J Interim Link 16 program installs a version of the FENIX software suite developed under the MC-130J AbMN program. The FENIX software suite comprises the following Computer Software Configuration Items (CSCIs): · Sierra Nevada Corporation (SNC) Tactical Radio Application Extension (TRAX®) · United States Government (USG) Windows Tactical Assault Kit (WinTAK) · SNC TRAX® WinTAK Plugin · SNC Radio Controller · National Reconnaissance Office (NRO) Display of Correlated Threats (DisCorT) · Idaho National Laboratory (INL) Improved Many on Many (IMOM) This may require TRAX help desk support to ensure timely patches, upgrades, and other software related concerns are addressed. This requirement considers the contractor shall ensure cybersecurity scans, Security Technical Implementation Guide (STIGS) reviews, and patches are accomplished on a recurring basis. Neither Link 16 nor FENIX replaces, downgrades, or otherwise changes SACU. FENIX simply enhances SACU by replacing the current operating system Specialized Automation Mission Suite – Enhanced Situational Awareness (SAMS-ESA). Until full fleet integration of FENIX software occurs (Approximately FY 2025) the awarded contractor shall maintain both software packages. The base year of this contract is for up to 19 Link 16 modified aircraft only. The remaining option years will cover SACU in its entirety to include Link 16 on up to 39 aircraft. The proposed sustainment strategy for this effort is a 120-month contract, 1-year basic contract plus 9 option years, tentatively beginning in FY23 and continuing through FY33 as depicted below: Base Year: August 2023 – July 2024 (Link 16 Only) Option Year 1: August 2024 – July 2025 (Link 16 and SACU) Option Year 2: August 2025 – July 2026 (Link 16 and SACU) Option Year 3: August 2026 – July 2027 (Link 16 and SACU) Option Year 4: August 2027 – July 2028 (Link 16 and SACU) Option Year 5: August 2028 – July 2029 (Link 16 and SACU) Option Year 6: August 2029 – July 2030 (Link 16 and SACU) Option Year 7: August 2030 – July 2031 (Link 16 and SACU) Option Year 8: August 2031 – July 2032 (Link 16 and SACU) Option Year 9: August 2032 – July 2033 (Link 16 and SACU) Contractors/Institutions responding to this market research are placed on notice that participation in this survey may not ensure participation in future solicitations or contract awards.
