Synopsis: This requirement is for the procurement of Multipurpose Display (MPD) Main Interconnect Assembly, Part Number 114150-19B, NSN 5998-01-335-9336FX (hereafter, “Main Interconnect Assembly”) to maintain a capability to sustain the F-15E fleet. The Main Interconnect Assembly was screened in accordance with the Department of Defense Spare Parts Breakout Program and was assigned the following Acquisition Method Coded (AMC)/ Acquisition Method Suffix Code (AMSC) codes: (3/R). According to PGI 217.7506 201.1 and 201.2, the definitions to the codes are listed below: AMC 3: Acquire, for the second or subsequent time, directly from the actual manufacturer. AMSC R: The Government does not own the data or the rights to the data needed to purchase this part from additional sources. It has been determined to be uneconomical to buy the data or rights to the data. It is uneconomical to reverse engineer the part. This code is used when the Government did not initially purchase the data and/or rights. If only one source has the rights or data to manufacture this item, AMCs 3, 4, or 5 are valid. If two or more sources have the rights or data to manufacture this item, AMCs 1 or 2 are valid. Collins Aerospace is the Original Equipment Manufacture (OEM). Collins Aerospace is the developer and producer of the Main Interconnect Assembly which was developed specifically for the F-15's mission and operational requirements. The Main Interconnect Assembly is a part that links all circuit card assemblies and components in the MPD, which is the NHA (Next Higher Assembly). The Main Interconnect Assembly is needed in order to fill immediate requirements, as it is currently carcass constrained. There is currently an ongoing MPD replacement effort, which involves Form, Fit, Function and Interface capability assessments. This project, if successful, is intended to help resolve the MPD's constraint of being obsolete, non-procurable and would utilize the latest technology. The fielding strategy for these new MPDs will be through forced attrition and would require swapping out the old MPDs that are returned for repair with the new ones. The amount of new MPDs that will be acquired is unknown at this time, as it is dependent on the generation of Buy requirements through the computations of the NSN (load list). Since it is not known at this time if the NHA replacement effort will even be successful and if it is, how long the timeline would be for phasing out the older units would take; the Main Interconnect Assembly is expected to remain on the F-15E fleet for its remaining life cycle. The life cycle for the F-15E model is expected to end in 2045. This effort will result in a requirements type contract with Collins Aerospace with a period of performance of FY 2022 to FY 2027 (base year with 4 ordering periods). There are four MPDs installed in each aircraft. The MPD is mission critical and must be operational for the aircraft to be fully mission capable as it provides the pilot with visual representation of flight, navigation, attack, target, weapon, and advisory data. The MPD itself is currently non-procurable due to obsolescence. Lack of spare Main Interconnect Assemblies will inhibit repair of the MPD which is already affected by obsolescence. Currently, there are over 87 backorders for the MPD. The MPD currently averages 20 MICAPs per month. Surge requirements fill “holes” in Readiness Spares Packages (RSP) which provides support for deployed forces actively executing real-world missions until a supply chain can be established. Failure to execute these missions inhibits the achievement of critical military objectives around the world. Historically this part has been procured from the OEM, Collins Aerospace. The approved source, Collins Aerospace, retains data rights, manufacturing knowledge, and technical data. The OEM has not been willing to sell the data in the past and as of 26 January 2022, contractor indicated that the data is still not procurable. Due to the age of the system and the impending NHA replacement effort; which if successful would utilize the latest technology, it would not be economical to pursue the data. Collins Aerospace is the approved source for the MPD Main Interconnect Assembly.
