SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the following ALR-56M NSNs: NSN: 5998-01-361-9288, P/N 333268-001, CCA Omni Board NSN: 5998-01-361-9289, P/N 333363-001, CCA Input Data Control ITEM DESCRIPTION The ALR-56M Advanced Radar Warning Receiver (ARWR) continuously detects and intercepts Radio Frequency (RF) signals in certain frequency ranges and analyzes and separates threat signals from non-threat signals. It displays threat signals to pilot on a priority basis and provides efficient and effective logistical support to the using command activities for the system. The CCA Omni Board Assembly A1, 5998-01-361-9288EW P/N 333268-001, which is functionally part of the video processor section of the SHC, processes the digitized magnitude values of the Main, CW, and SPU LOG video data received from LOG/SPU Board Assembly A10A4. The CCA Input Data Control, 5998-01-361-9289EW P/N 333363-001, enables the RF and IF module assemblies of the SHR to convert and process incoming baseband or low band RF signals into IF signals. The Backplane Assembly, 5998-01-451-2520EW P/N 333447-003, is a component of Analysis Processor which accepts and processes data from the LRU for thereat determination and responds with data that enable receiver tuning. Impediment to Competition: The Government does not possess the data or facilities required for accomplishment of this requirement by another vendor. BAE Systems, Cage Code 81413, is the only known source for NIINs 5998-01-361-9288EW, 5998-01-361-9289EW, and 5998-01-451-2520EW. BAE Systems acquires the data, skills, and equipment necessary to successfully provide the services required by the Government for these highly specialized items. The government does not possess the detailed engineering information that would enable a new vendor to successfully develop a production and testing methodology for these items. The fact that the Government does not possess a full data package precludes a full and open competition for the production of items. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to the vendor discussed above for the manufacture of ALR-56M replenishment spares. Other interested parties may identify their interest and capability in producing any of the NSNs listed above. Respond to the requirement no later than 4 March 2022 by emailing Mr. Jared Pitts at jared.pitts.5@us.af.mil. Please ensure you specify which NSN(s) you are interested in potentially producing. The Government intends to procure these items using Other Than Full and Open Competition as prescribed by F AR 6.302-1, Only One (or a limited number) Responsible Source(s) and No Other Supplies or Services Will Satisfy Agency Requirements.
