SUBJECT: Market research is being conducted to identify potential sources that may possess the expertise, capabilities, and experience to meet the requirements for qualification and production of the ARC-164 Receiver-Transmitter Power Supply (PS). ITEM DESCRIPTION The ARC-164 is the HAVE QUICK II airborne ultra-high frequency (UHF) radio system common to several platforms including the A-10, B-1, B-52, C-5, C-17, C-130, C-135, F-15, F-16, T-38, U-2, and UH-1. The HAVE QUICK II provides an anti-jam electronic counter measure to allow a two-way voice communication in a hostile environment. The ARC-164 provides line-of-sight communication over the military UHF band from 225-399.975 MHz. The Power Supply (PS) goes in every single ARC-164 receiver-transmitter (RT). The PS interfaces aircraft power to all of the circuit cards within an ARC-164 RT. This PS is not limited to ARC-164 radio systems. It also goes in ARC-204 items as well as TRC-187 items. Impediment to Competition: The ARC-164 Power Supply is experiencing DMSMS Supply Shortages of several critical components. Only one source, BAE Largo, is capable of acquiring the necessary component materials and building new Power Supplies. Components list includes PNs: 185928-212, 648428-901, 648429-901, 648434-904, 649866-3, 649884-501, BYD77D, UMI-14M-50, 513906-14. This requirement is for an End of Life Buy for 350ea ARC-164 Power Supplies. INTEREST The DLA/AWB Contracting Office intends to award a sole source contract to BAE Largo for the manufacture of the ARC-164 Power Supply. Other interested parties may identify their interest and capability to respond to the requirement no later than 23 September 2021 to Darrell Lowery via email (Darrell.Lowery@us.af.mil). The Government intends to procure these items using Other Than Full and Open Competition as prescribed by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
