Pre-Solicitation Synopsis. The United States Air Force through the Air Force Sustainment Center (AFSC), Tinker AFB 73145 is contemplating a contract for the Repair and Overhaul of the Surge Suppressor for the KC-135 aircraft. A one year definitive contract (C Contract) is contemplated. The requirements set forth in this notice are defined per Purchase Request FD2030-21-01591 as follows: Written response is required. Item 0001: Repair and overhaul of the Surge Suppressor for the KC-135 aircraft; NSN: 1680-99-663-6363 P/N: 755000-101; Quantity: 5 total. Delivery: 1 each 45 calendar days after receipt of order (ARO) or asset, whichever is later. Early delivery is acceptable. Item 0002: Over & Above Work (O&A); 1 Lot. Delivery: TBN. Early delivery is acceptable. Item 0003: Data; 1 Lot. Delivery: 1 unit “In Accordance with CDRLs.” Early delivery is acceptable. Ship To: Shipping instructions will be provided by the Production Management Specialist (PMS) prior to any shipments of serviceable assets. Duration of Contract Period: The anticipated period of performance (PoP) is one year. There is one approved source for this repair effort; Transdigm Inc, Aero Fluid Products (Transdigm). Due to the complexity and criticality of this item, only the pre-approved source meet the USAF requirements. This source has demonstrated the ability to successfully provide the repair and overhaul services and has access to the required data. In accordance with FAR 5.207(c)(16)(ii), when using the sole source authority at 6.302-1, all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. This is intended to be sole source requirement to Trasdigm Inc, Aero Fluid Products (Transdigm) (Cage 96124). Set-aside: N/A The Government intends to issue solicitation FA8119-21-R-0013 on or about 01 July 2021 with an estimated closing response date of 02 August 2021. The estimated award date is September 2021. The solicitation will be posted to SAM.gov and the response dates will be noted in the solicitation. This notice does not in itself represent the issuance of a formal request for proposal and is not intended to be taken as such. The Government intends to use policies contained in Part 15, Contracting by Negotiation, in its solicitation for the described services. The purpose of the Ombudsman is not to diminish the authority of the program director or contracting officer, but to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. When requested, the Ombudsman will maintain strict confidentiality as to source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
