This is a Sole Source Requirement to Indra Air Traffic, Inc. for twenty (20) for Circuit Card Assembly NSN: 5998-01-538-1959IM. Please see the Attached documents for additional information. 1.1. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 1.2. This solicitation is being conducted under Simplified Acquisition Procedures (SAP) as a sole source Request for Quote (RFQ) No. FA8119-26-Q-0001. 1.3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2025-06, effective 01 October, 2025; Defense Federal Acquisition Regulation Supplement DPN 20251024 effective 24 October 2025, and Department of the Air Force Federal Acquisition Regulation Supplement DAFAC 2025-1016, effective 16 October 2025. 1.4. The associated North American Industry Classification System Code (NAICS) is 336413 (Other Aircraft Part and Auxiliary Equipment Manufacturing) and small business size standard is 1,250 employees. This acquisition is not applicable to a set-aside as this is expected to be a sole source action. 1.5. This requirement is for the purchase of fifteen (QTY 20) “Circuit Card Assembly” to support Air Traffic and Landing System. Line Item 0001: Supply. 1.6. DESCRIPTION: “Circuit Card Assembly” NSN is 5998-01-538-1959IM. The Part Number is 012095-0001 (Indra Air Traffic, Inc. OEM). 1.7. DELIVERY: The above item shall be delivered to Tinker AFB on or before 27 April 2027. Early delivery is acceptable FOB: Destination 1.8. FAR 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. 1.9. Offerors shall to include a completed copy of the provision at 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. 1.10. FAR 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. 1.11. FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition. All additional FAR clauses cited in this clause that are applicable to the acquisition are listed in the RFQ attachment. 1.12. Additional Information: 1.12.1. This requirement can only be performed by pre-approved source, Indra Air Traffic, Inc. (CAGE 9G6Y8). 1.12.2. The Government intends to award this sole source acquisition to Indra Air Traffic, Inc. (CAGE 9G6Y8) in accordance with (IAW) FAR 6.302-1: Only one responsible source and no other supplies or services will satisfy agency requirements. IAW with FAR 6.305, Availability of the justification, the justification will be made publicly available within 14 days after contract award. 1.12.3. The Government has the right to accept or reject any and/or all quotes resulting from this solicitation. 1.12.4. Subject to the terms and conditions stated herein, the Contractor agrees to hold its offered prices firm for 60 days after submission. 1.12.5. The Government reserves the right to add/remove/amend any solicitation provisions and contract clauses prior to award. 1.13. The resultant contact will be rated under Defense Priorities and Allocations System (DPAS). The assigned rating is DO. 1.14. Availability of Funds: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. 1.15.
