The 409th Regional Contracting Office - Benelux anticipates a requirement for an English speaking Roman Catholic Religious Education and Community Coordinator for the International JFC Chapel in Brunssum in the Netherlands. This is for one base year and 2 option years. It is anticipated that the solicitation package will be released on or about August 1, 2020 with an anticipated award date on or about August 21, 2020. The performance of this requirement is OCONUS and FAR Part 19 does not apply therefore, this requirement will not be set aside for Small Business. The services of the Catholic Religious Education and Community Coordinator fall under the USAG Benelux-Schinnen Chaplain’s Religious Support Program as defined in the Commander’s Master Religious Program (CMRP). The mission of the Chaplain’s Religious Support Program is to provide military religious support activities that meet the religious requirements of Soldiers, Families, and authorized civilians. Religious Support includes religious services; rites, sacraments, and ordinances; pastoral care/counseling; religious education; family life ministry, and clinical pastoral education. The primary goal of the Chaplains’ Religious Support Program is to insure the free exercise of religious preference, which is a statutory requirement under USC Title 10. Worship Services are a Statutory (Title 10) Essential Element of Religion.
