AFOSR FY26 Partnership Intermediary Agreement (PIA) for Integrated Programmatic and Technical Support to increase Technology Transition & Transfer and Collaborative Project Orders (CPOs)
The Department of War Air Force Office of Scientific Research (AFOSR) in Arlington, VA, anticipates awarding a fixed-price Partnership Intermediary Agreement (PIA) to provide integrated programmatic and technical support, focusing on eight key areas like partnership development, technology transfer, and STEM workforce development. The intermediary will act as a matchmaker to foster cooperation between the lab and industry/academia. Performance requires the intermediary to lease and maintain facilities within one mile of specified government sites in Arlington, VA; Chantilly, VA; and Colorado Springs, CO, with the government also providing collaboration space in Arlington, VA. The total estimated program ceiling for the overall PIA is not to exceed $80 million over a period of performance of 60 months plus an optional six-month extension, with individual Collaborative Project Orders (CPOs) having specified ceilings such as $8.8M for AFRL/AFOSR and $11.7M for USSF in Colorado. The agreement is open to eligible nonprofit entities or agencies of a state or local government, and three personnel will require a TS/SCI security clearance.
