AFOSR FY26 Partnership Intermediary Agreement (PIA) for Integrated Programmatic and Technical Support to increase Technology Transition & Transfer and Collaborative Project Orders (CPOs)
The Department of the Air Force seeks a nonprofit Partnership Intermediary to provide matchmaking and support services across eight key areas, including technology transfer, partnership development, and STEM workforce initiatives. The total estimated program ceiling is $80M, with individual Collaborative Project Orders (CPOs) having specific budgets, such as $8.8M for AFRL/AFOSR and $11.7M for USSF in Colorado. Performance requires the intermediary to lease and maintain facilities within one mile of specified government sites in Arlington, VA; Chantilly, VA; and Colorado Springs, CO, with the government also providing collaboration space in Arlington. The period of performance for the overall agreement is 60 months plus an optional six-month extension. The intermediary must meet specific eligibility requirements as defined by statute and three personnel will require a TS/SCI security clearance.
