A site visit is scheduled for Wednesday, September 16, 2026 at 10:00 AM MST, meeting at the Truman Gate Visitor Center at 9:30 AM MST, with attendee names and pass requests due by September 15, 2026 at 4:00 PM MST and attendance limited to two representatives per company. Questions are due September 17, 2026 at 5:00 PM MST, and answers will be posted on SAM.gov by close of business September 18, 2026. Offerors must provide a brief technical execution plan (maximum 2 pages) demonstrating safe trenching and utility connection plus a realistic schedule; past performance will be evaluated using Government databases, and price will be a single lump-sum Firm-Fixed-Price for CLIN 0001 evaluated for accuracy and reasonableness.
