This notice does not constitute a request for proposal, request for quote, or invitation for bid. The intent of this notice is to notify potential offerors that the 377th Mission Support Group Contracting Division (377 MSG/PK) intends to issue solicitation FA940120R0014. This announcement serves as the advance notice for this requirement. Responses to this synopsis are not required. Description of Requirement: The contractor shall, except as specified in the Performance Work Statement (PWS) as Government property or services, provide all personnel, supervision, and any items and services necessary to perform full food services at Kirtland AFB. The contractor shall perform the requirements in this PWS and conform to the professional standards identified in this contract, and shall follow all applicable instructions and directives as identified by this PWS. Contractor tasks include the following: Dining Facility Management, cooking, baking, food preparation, serving and replenishing food, cleaning facilities, equipment, and utensils, preparing vegetables and fruits for the salad bar, performing cashier services, handling foods, supplies, and equipment, maintaining quality control, ensuring operator maintenance and minor/major repair of food service equipment, and in the event of contingency, perform all required tasks to include continued service. The North American Industry Classification System (NAICS) code for this acquisition is 722310 – Food Service Contractors. The size standard for this NAICS code is $41.5 million. 377 MSG/PK anticipates a firm-fixed price contract consisting of one base year, plus four one-year options and a six-month extension. The selection will be made using best value tradeoff source selection procedures, in accordance DoD Source Selection Procedures, dated 31 March 2016. The solicitation, as well as all notices and amendments, will be posted to the Government Point of Entry located at https://beta.sam.gov/ on or around 9 September 2020. The closing date, time for submission of offers, as well as the date and time for a virtual site visit will be contained in the solicitation package. Potential offerors are responsible for monitoring this procurement for the release of the solicitation package and any other pertinent information and for downloading their own copy of the solicitation package. All notifications and amendments will be disseminated in the same manner as the solicitation. All contractors must be registered in the System for Award Management (SAM) or their proposal will not be considered.
