Combined Synopsis/Solicitation – FA9304-21-R-0005 This is a combined synopsis/solicitation for commercial items prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Proposals are being requested and an additional written solicitation will not be issued. This is a Request for Proposal (RFP). All responsible sources may submit a firm-fixed price (FFP) proposal which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2021, AFAC 2019-1001 and DFARs Change Notice (DPN) 20210224. NAICS is 611512 with a size standard of $30M. This is a commercial acquisition, with a small business set-aside. The Air Force Test Center (AFTC) Contracting Directorate, Edwards Air Force Base, CA is seeking to purchase the following service: The objective of this program is to provide test pilot training (not initial or recurring training) for US Air Force (USAF) Test Pilot School (TPS) students and staff members. The intent is for groups of 4 students to work through a directed profile with the objectives of evaluating large aircraft dynamics and comparing/contrasting Airbus & Boeing cockpit philosophies. The typical profile should allow each group of 4 students to spend approximately 4 hours in a full-motion Boeing 777 simulator and approximately 4 hours in a full-motion Airbus A330 simulator. The actual size of the groups may vary and will typically be a mix of pilots of and non-pilots with various backgrounds. The Program Manager (PM) and contractor will agree on the training locations and the PM will determine the training dates. The Period of Performance (PoP) is 1 Sept 2021 – 31 Aug 2026. Only the lowest price offer that is technically acceptable will be requested to provide the Simulators. Award will be made to the lowest price offer that is most advantageous to the Government. The following factor(s) will be used: •i. Price Please note: The Government shall evaluate offers for award purposes by adding the total price for all options, including options under FAR clause 52.217-8, Option to Extend Services, to the total price for the basic requirement. Evaluation of options will not obligate the Government to exercise the option(s). •ii. Technical capability of the offer to meet the Government requirement Interested parties who believe they can meet all the requirements for the items described in this synopsis are invited to submit in writing a complete quote. Offerors are required to submit with their quote enough information for the Government to evaluate the minimum requirements detailed in this synopsis. This includes their Cage Code, DUNS Number, Prompt Payment Terms, date offer expires, and warranty information. No partial quotes for the items listed above will be accepted.
