Spectrum Analyzers
The government is soliciting quotes for commercial spectrum analyzers under a combined synopsis/solicitation, using a best value tradeoff approach with technical acceptability as the primary factor and price as the secondary factor. A key technical requirement is that the analyzers must include a built-in SCPI recorder, as the squadron lacks software engineering personnel to manually develop test scripts, and failure to meet this would cause schedule delays and miss the IOC deadline. The period of performance runs from date of award through 12 months. Offerors are instructed to submit their best terms initially, as the government intends to award without negotiations, and must include complete technical and pricing information for all contract line items. Evaluation will rate technical specs as satisfactory or unsatisfactory, and award will go to the responsible offeror providing the overall best value.
