This is a combined synopsis/solicitation for commercial products prepared IAW the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. Quotes are being requested and an additional written solicitation will not be issued. This is a Request for Quotation (RFQ). All responsible sources may submit a firm-fixed price (FFP) quote which shall be considered by the agency. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Regulation (FAR) and Supplements, Federal Acquisition Circular (FAC) 2019-01, AFAC 2018-0525 and DFARs Change Notice (DPN) 20190215. NAICS is 541330. AFTC requires consultation services for the Air Force Test Center Improvement & Modernization Project called. Optical Precision Targets & Instrumentation for Comprehensive Analysis & Measurements Solution (OPTICAMS). A contractor is required to provide the following consultant services, per attached SOW Pre-test: 1. Determine the optimal temperature of blackbody and distance to perform the NUC 2. Check the calibration procedures for a multitude of IR cameras (SWIR, MWIR, LWIR all different brand) setup for this test. Task includes determine the overall test setup configuration. 3. Review our test matrices to validate correct approaches, procedures, techniques or recommend alternative ideas to achieve test objectives. Post-test: 4. Perform independent review our data analysis for accuracy, maybe suggestion for future improvement. 5. Assist in determining if the final array configuration (10x10m) would achieve similar performance as the prototype array (2x2m)
